Abstract

Brazilian building sector has been classified as technologically belated and wastefulness, but a closer analysis shows that technical progress exists and correspond to a classic theoretic approach of the modernization process. An incremental development and a technical cumulative process can be characterized as a disseminated practice. Analyzing few cases and other studies, it is s possible to identified a "suppliers dominated sector", as an effect of the better production structure of the furnishers, comparing to contractors. Thereby, the contractors are more suitable to lead technical development when they are an adaptation of older solutions. If it is a new development, it is the suppliers that will take the forepart. But in the organization technology development, it is the contractors that take an advantage. In this case it is necessary to distinguish the technical innovation in the building products from the innovative products for the building sector. Since a "new" product must be identified by consumers, it is possible to make use of innovation in building supplies without innovation in construction, or to innovate without new furnishings. Therefore, the strategy to stimulate the building technical progress must consider the different concerns of each of the two main actors, builders and suppliers.
