Abstract

Local Government is the layer of government most capable of being proactive in relation to dealing with the impact of change. This role will need to grow as society, in becoming more aware of the impacts of the greenhouse effect looks for ongoing ways to reduce emissions. By introducing major Energy Efficiency Policy initiatives, Local Government can be responsible for initiating significant carbon dioxide emission savings while generating comfort-enhancing, cost effective, economy stimulating measures that also provide real benefits to the community. This paper details several policy initiatives that have been delivered to NSW by the author as consultant to the Greenlight Consortium+ and Manidis Roberts Consultants** (MRC) and its partners: The Sustainable Energy Development Authority's Energy Smart Homes Policy (ESH) and MRC's Commercial, and Industrial Energy Efficiency Building Policy developed jointly with Advanced Environmental Concepts++ and being introduced in Botany Bay City and Brisbane City Councils. Innovative features of each project are explained and the implications of the current role of the Australian Greenhouse Office Cities for Climate Protection Program in taking the concept of ESH into Queensland, Western and Southern Australia are explored.
