Abstract

Construction projects normally act on the environment as results from the nature of the construction activity. Some have a significant impact, namely because of their nature, dimension or placement ,and for these projects, the study of the environmental impact is often required or suggested by public regulations. However, this is a small set which tends to leave apart those projects that take place in cities and are thereby environmentally important. The environment of historic city centres is particularly sensible to new or refurbishment building projects and to installation of public infrastructures. The design phase of such projects is mostly concerned with their final impact in the city, but the construction phase often introduces considerable impact in the environment and in the quality of life of resident and visiting population. This paper focuses on the problem of environmental impact caused by construction sites in Historical City Centres and aims at discussing main sources and effects and possible remedies. The effects to construction workers may also be included under this topic but there is a large number of protective rules that aim at minimising them. The surroundings of the sites are however less protected therefore demanding for public polices to overcome this problem. Portuguese Historic Cities are presently aware of the environmental impact of construction sites and have developed some obligations contractors must fulfil prior to obtaining construction permits in sensible areas. A review on regulations from Portuguese Historical City Centres on this subject is presented. The study of sources, effects and possible remedies was the basis for a research project being carried at the Universidade do Minho from which we hope to suggest a list of obligations and recommendations for better living with construction sites in our historic centres.
