Abstract

This paper presents conclusions from a research project aiming to develop a methodology of Strategic Asset Management (SAM) which embodies principles and practices of Ecologically Sustainable Development (ESD). ESD is characterised by values such as intragenerational equity, intergenerational equity, biodiversity, precaution, true cost assessment, and continuous improvement. There is a need to incorporate these values into project definition in a way which supports objective assessment and benchmarking of the outcomes. A single frame of reference is presented for the adoption of ESD principles throughout the life cycle of buildings. A description of the life cycle approach used to develop this strategic planning framework for integrating ESD over all key phases of SAM is provided. The authors illustrate key learnings from local, Australian and International cases studies in the implementation of energy efficiency and emissions abatement initiatives. The work is based on the award winning, Built Environment Protocol arising from the National CGI-97 Directions Forum representing major Australian Community, Government and Industry organisations. This research was conducted by the Forum's Task Force in the Built Environment Research Unit which is supported by The Department of Public Works in Queensland. The paper concludes with a short summary of the opportunities and impediments to ensuring ESD becomes conventional practice in the Pacific Rim.
