Abstract

The environmental, economic, cultural and social dimensions of Sustainable Building in the Latin American Region extend beyond the use of green materials and renewables, energy efficiency, low impact construction and demolition management. To the emerging countries of Latin America, sustainability is related to social concern and survival, eradication of poverty and economic development. Other factors are highly relevant, such as fitness for use, durability and adaptability over time, quality of indoor and outdoor living conditions, use of local materials and capacity to promote employment, improvement of income distribution combined with encouragement of regional production and independence from imported resources. It is also important to recognise the coexistence of two worlds, formal and informal, which require different criteria for qualifying and measuring the production, operation and use of the built environment in terms of relative sustainability in each case. The new political situation in Brazil and Argentina, together with the promotion of the Mercosur as a focus for regional development, provides a framework for SB criteria and regional implementation. The strong influence of education is required to achieve progress on SB issues , from general public knowledge to development of national policies as well as transfer and implementation of technical know-how.
