Abstract

Singapore leads the world in successful high-density public housing. Many of our neighbours, including China, look towards Singapore and seek to learn from the Singapore experience. The National University of Singapore and the Singapore Housing and Development Board (HDB), the public housing authority, have recently embarked upon a collaborative research programme to further develop the housing programme with special emphasis on the sustainable and ecological aspects towards the development of an Eco-Town in Singapore. The paper will briefly trace the historical background of HDB housing design over the last 40 years and identify key focus area in terms of their sustainable consideration and related issues. Current HDB housing design practice will be discussed through case studies of two new towns - Punggol 21 and the earlier Tampines New Town (known for its United Nation Award on Environmental Design in 1997). The two case studies will also be analyzed in order to establish the basis in shaping the sustainable design strategies within an appropriate context. In conclusion, the paper will report on the HDB strategy and identify the specific tropical sustainable framework and design approach that may be applied in practice in the tropical context.
