Abstract

The Mexico City Metropolitan Area (MCMA),one of the largest urban centres of the planet with nearly twenty three million inhabitants, presents a great number of environmental problems which severely affect them from different viewpoints. One of the these problems is the high levels of photochemical ozone at ground levels.Although the local information claims that the mobile sources (car, buses, etc.)are responsible for this damage,it is clear that more than five million of L.P.gas containers, used for heating water in the domestic, commercial and industrial sectors, most of them working in bad conditions, are also part of the whole environmental problem. It is uncontroversial the fact that the transportation, distribution and consumption patterns of this fossil fuel in Mexico City has provoked a severe environmental damage, affecting its inhabitants and the local existing ecosystems. An alternative solution to this problem is the use of renewable natural energy sources, such as solar energy, among others. The availability of solar energy in the MCMA is significant and its utilization is highly recommended. The use of flat hot water solar collector systems in buildings can significantly contribute to reduce the high levels of ozone pollution in the lower atmosphere. This paper describes the environmental and economic benefits of these systems in the MCMA and presents cost benefit and back up analysis,as well as proposals for implementing this approach in the local building standards, and to provide people with information regarding the technical issues of his application (installation, maintenance, and so on). Finally, this paper analyses the application of operative mechanisms aimed at the local authorities so that they come up with financial incentive programs to promote this approach at a more massive level. It is expected that with the application of these sustainable actions, the environmental benefits in the MCMA can emerge rapidly and that the twenty three million of inhabitants of this large urban centre can improve their quality of living, which can promote a new energy culture for the new millennium generations.
