Abstract

Disposal of waste from construction and demolition is an important environmental issue in cities. Recent research reveals that construction and demolition waste accounts for 19% to 42% of the total waste stream that goes to landfill. Landfill waste has become a global environmental issue as available waste dumps diminish and in some cases pollute subterranean water sources. In response to this issue, regulators are legislating for a substantial reduction in the current practice of disposing of waste as landfill. The implementation and success of this legislation is currently hampered by the absence of standard units of measure, techniques and performance standards for landfill. The difficulty in formulating a suitable performance standard that can be used as a benchmark is highlighted. The discussion focuses on construction rather than demolition waste. It is proposed that actual waste performance on a project can be determined by comparing it with standard landfill expectations for a generic type of building. It is proposed that this comparison be undertaken by adopting template waste management plans for generic types of buildings. This would form an objective method for assessing landfill performance. This project based performance measurement would assist regulators and contractors in developing and assessing the effectiveness of waste reduction strategies.
