Resumo

A edificação não urbana no norte de Portugal tem um grande desenvolvimento a partir da década de 60. As novas construções têm sido condenadas e responsabilizadas pelas transformações irreversíveisda paisagem. Mas são escassos os estudos que, aproximando-se das causas, dos actores e das consequências deste processo, possam apoiar intervenções não repressivas que promovam um equilíbrio ecológico ameaçado. Neste texto defende-se que a transformação dos sistemas construtivos é a causa principal das alterações tipológicas e da baixa qualidade da maioria das construções recentes. Analisam-se persistências e descontinuidades para afirmar que não existe, contudo, rotura com as tradições do "habitar" e do "construir". Sugere-se o desenvolvimento de alternativas de construção, ecologicamente adequada-se economicamente viáveis, que não ponham em causa as expectativas dos promotores/utentes das novas casas. Estes sistemas construtivos, baseados no rigor artesanal dos antigos métodos, devem mobilizar o saber-fazer e os recursos locais e promover a melhoria da qualidade da construção. Demonstra-se que estes sistemas se ajustam às condições atuais da produção da construção civil de pequena escala e tornam mais eficiente a participação dos diferentes ato do processo. Refere-se finalmente que sistemas construtivos onde a inovação tecnológica está alicerçada na regra de arte tradicional estão particularmente, vocacionadas para a recuperação de um extenso parque habitacional degradado ou em ruínas. Esta recuperação não apenas nas zonas não urbanas a que o texto se refere, onde exatamente as carências habitacionais são menos graves elemento imprescindível de qualquer política de alojamento com perspectivas de sucesso

Abstract

The non urban building in the north of Por tugal has known a great development since the sixties. The new buildings have been condemned and responsabili zed for the irreversible changes of the landscape. There are not many studies that, aproaching the causes, the participants and the consequences of this process, can support non repressive interventions that promote an eco logical balance which is being menaced. In this paper we defend the idea that the transformation of the building systems in the main cause of the typologic changes and of the low quality of the majority of the recent constructions. We analise the persis and the descontinuities and we state that there is no rupture with the traditions of the " inhabiting" and of the "building". We suggest the development of building alternatives ecologically adequate and economically feasible, that will not offend the expectations of the promoters/users of the new houses. These building systems, based on the crafty precision of the old methods, should mobilize the know-how and the local resaurces and promotethe im provement of the building quality. We demonstrate that these systems are suitable to the present conditions of the production of the small scaled buildind entreprises and that they give more efficiency to the participation of the different participants of the process. At last, we mention that the building systems where the technological innovation is based on the rule of traditional art, they are particularly adequated to the recuperation of a vast inhabiting area which is degradated or in ruins. This recuperation - not only in the non urban areas referred to above, where the housing needs are exactly the less serious - is an essential element of any loging policy with prospects of success
