Abstract

In the poorest countries only basic than rather standard housing provisions can be realised. These basic provisions will cover shetter and some rudimental facilities: a shell which needs an infill depending on the circumstances of the user. A marginal government budget will only be used efficiently when it facilitares individual financing. Mortgages can be guaranteed when they are adjusted for the different lifes of the support, the shell elements and the infill, as well as for the seasonal changes in the family income. Mid-income groups will get a mortgage on the basis of the total investment, while the (upper.) low-income groups have to finance the materials only, when self-construction is possible. By selling the realised building the low-income group generates an income on the basis of own activities, while to the housing stock has been contributed as well. Poor government funds are most effectively used, when they are used for streamlining, not for atara investments or subsidies
